Spotten is an independent engineering firm for measurements in public space. It started in 2018 with smart parking: sensors in the pavement that give municipalities real-time insight into parking occupancy. Today Spotten also measures noise, air quality and pedestrian flows, and takes care of the whole process for municipalities, from installation and connectivity to dashboards and maintenance.
The platform serves a network that is growing to 26 noise monitoring stations in eight municipalities.
Spotten is expanding from smart parking into noise, air quality and pedestrian counts. That called for a single platform where different kinds of measuring equipment, projects and customers come together, and where new types of equipment are easy to add. The existing parking dashboard, which municipalities were already using, stayed in service and needed further development. Spotten also wants its own sensor built into the pavement, with one design covering both parking occupancy and traffic counts. The sensor has to work anonymously and be reusable elsewhere.
A monitoring network for aircraft noise came with strict requirements. Data had to be complete and reliable, every measuring point had to show when it was last calibrated, and noise had to be linked to air traffic automatically. Residents needed to see the results without an account, and other applications had to be able to use the measurement data too.
Municipalities want to act on parking data, not just look at it. In Wijchen, digital guidance signs on the main approach roads had to show live parking availability automatically, so visitors drive directly to a location with free spaces.
Chief built a new measurement platform that brings all measurements together by project and customer. Users work in the Hub, a web application with maps, dashboards and statistics. Public maps can be viewed without logging in and embedded on other websites.
Chief connected the platform to parking sensors, guidance signs, dust monitors and sensors that count vehicles and pedestrians. Chief also added sign management to the existing parking dashboard.
Chief is designing Spotten's own pavement sensor, from the electronics and housing to the firmware. One design serves two uses: detecting whether a parking space is occupied and counting passing traffic. The sensor can be taken out of the pavement again for servicing and reuse elsewhere. It is designed to work without manual adjustment from the moment it is installed, to measure anonymously and to last a long time. The sensor is still in development. In addition, Chief developed the software that connects the noise meters to the platform, so every measuring point shows when it was last calibrated.
The Hub puts parking, noise, air quality and pedestrian counts side by side, and new types of equipment are easy to add. Users only see the measuring points and data made available to them. The platform detects noise events automatically and links them to passing flights and the weather at that moment. Residents can follow the readings in their area without an account and use them to back up a report to their municipality. Civil servants can view historical data for their measuring points and export it to PDF, CSV or Excel.
In Wijchen, the guidance signs automatically show how many spaces are free, or the word VOL (full) when none are left. Civil servants see every sign on a map, adjust settings and schedules, for example for a weekly market, and get an automatic message when a sign reports an error. Every change is logged, so it is always clear who changed what.
Chief built the measurement platform and is also designing the hardware and firmware of Spotten's own sensor, which is still in development. The sensor is meant to cover both parking occupancy and traffic counts with one design. It is designed to be removable, so Spotten can service it and reuse it elsewhere.
